This one was logged by me as a unid on 21.st May at 0730 utc on Channel R1 - 49.75 mHz.
Matthias (DX-Matze) from UKW / TV-DX Forum solved this unid.
It is the 5. Kanal Sowetsk transmitter in the Oblast Kaliningrad near the Lithuania border.
Must be a low power tx.
